Master Electrician

Manchester Housing and Redevelopment Authority is looking for a highly skilled individual to perform repair and maintenance of electrical and mechanical facilities throughout Manchester Housing and Redevelopment Authority buildings and facilities. Must possess the ability to diagnose and troubleshoot heating, ventilating and air conditioning electrical systems.

Our ideal candidate will have three or more years of related experience in the electrical field. Must also possess an active State of New Hampshire Electrical License.

This is a full-time, 40-hour position. A Valid Driver’s License is required.

HVAC Technician

Manchester Housing and Redevelopment Authority is seeking to hire a Senior Building Mechanical Technicial/Gas Fitter/HVAC Technician. Under limited supervision, this position performs highly skilled work related to corrective and preventive maintenance, repairs, and restorations of heating, ventilating, and central air conditioning, plumbing, mechanical, and related utility systems in Manchester Housing and Redevelopment Authority buildings and facilities. Performs highly skilled gas fitter duties related to the installation, service and repair of residential and non-residential gas appliances and any other gas utilization equipment.

Performs work involving heavy lifting, climbing of ladders, and using staging; performs related work as required. May serve as lead person in the performance of duties, provide instruction, and oversee work being performed by others. This involves ensuring a safe, secure, and comfortable environment for residents, visitors, and co-workers. The Senior Building Mechanical Technicial/Gas Fitter/HVAC Technician will carry out assigned duties in a safe manner and perform related work as required.

This is a full-time position; Monday – Friday, 7am-3:30pm with a half-hour lunch and two paid 15 minute breaks.

Building Maintenance Technician

Manchester Housing and Redevelopment Authority is hiring Building Maintenance Technicians. This position requires, under limited supervision, and to the extent permitted by licensing status, performance of highly skilled work related to corrective and preventive maintenance, repairs and restorations of heating, ventilating, central air conditioning, plumbing, mechanical and related utility systems in Manchester Housing and Redevelopment Authority buildings and facilities.

Our ideal employee will be able to work independently and with a team while maintaining public housing units, buildings, grounds and offices to safe, decent and sanitary conditions and in accordance with state and federal laws. A high school diploma or equivalent (GED) is required, or technical school or apprenticeship supplemented by four years of experience in mechanical, building or plumbing trades as related to plumbing, heating, ventilation and air conditioning fields, or an equivalent combination of education and training.

This is a full-time, 40-hour position. A valid driver’s license and personal auto insurance is required.

Asset Supervisor - Maintenance

Manchester Housing and Redevelopment Authority is is seeking an experienced maintenance leader to oversee maintenance operations for our Public Housing and LIHTC portfolio.

This is a hands-on leadership position responsible for supervising a team of maintenance employees, coordinating maintenance operations across multiple properties, and ensuring vacant units are prepared efficiently for new residents. The successful candidate will be an organized, decisive leader who can balance multiple priorities. This position requires regular travel between MHRA properties throughout Manchester and includes both office and field work in varying weather conditions.

What You’ll Do

  • Supervise, coach, and develop a maintenance team while promoting accountability, consistency, and high-quality work.
  • Coordinate maintenance operations, unit turnover activities, inspections, and work priorities across multiple locations.
  • Collaborate with property management, facilities, procurement, and other departments to ensure efficient operations and timely occupancy of units.
  • Monitor work quality, productivity, and service standards.
  • Assist with vendor coordination, contractor scheduling, and maintenance planning.
  • Participate in employee performance management, hiring, training, and disciplinary processes.
  • Support the administration of the Collective Bargaining Agreement and participate in labor-management activities, including disciplinary meetings and contract administration.
  • Foster a professional, respectful, and customer-focused work environment while ensuring policies, procedures, and safety standards are consistently followed.

Minimum Qualifications

  • Seven (7) years of progressively responsible experience in residential, commercial, multifamily, or facilities maintenance.
  • Five (5) years of supervisory experience leading maintenance or facilities personnel.
  • Demonstrated ability to manage multiple projects, prioritize competing demands, and meet operational deadlines.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Experience assigning work, developing employees, and holding staff accountable through coaching and performance management.
  • Valid driver’s license and proof of personal automobile insurance.

Preferred Qualifications

  • Experience in public housing, affordable housing, property management, or a similarly regulated environment.
  • Knowledge of HUD regulations and property maintenance operations.
  • Experience supervising employees represented by a collective bargaining agreement, including contract administration and progressive discipline.
  • Experience working collaboratively with multiple departments and outside contractors.

Accounting Specialist

Manchester Housing and Redevelopment Authority is hiring an Accounting Specialist. This person will perform accounting tasks that include processing payments to HCV landlords, maintaining and updating landlord information, reconciling bank statements, preparing bank deposits, and other functions.

Our ideal candidate will have a background in HCV/Section 8 as well as excellent mathematical and computer skills, including Excel. The candidate must have strong communication skills, both written and verbal, as well as the ability to maintain accuracy and efficiency, attention to detail and the ability to successfully multi-task.

Assistant Property Manager

Manchester Housing and Redevelopment Authority is hiring an Assistant Property Manager for our Public Housing Department. This person will process and screen applicants for eligibility, compute rent recertifications in accordance with HUD and MHRA regulations including all annual and interim rent changes. Additional tasks include communicating Authority policies, services, and requirements including lease enforcement, safety, etc. as well as assisting the Property Manager with various functions. Our ideal candidate will possess three years’ experience in customer service and/or office management. Property management experience is preferred. Excellent written and oral communication skills needed. Interested applicants should possess strong multi-tasking skills, be comfortable working in a fast-paced environment, and have strong prioritization skills. Candidates must be sensitive to the needs of persons with diverse social, cultural and economic backgrounds. Being bilingual is preferred, but not required.

Information Systems and User Support Coordinator

Manchester Housing and Redevelopment Authority is hiring a Information Systems and User Support Coordinator.

This person will serve as the primary internal coordinator for MHRA’s information technology operations and user support functions. Provides first-level technical support to employees, coordinates services with external IT providers, manages technology assets and software licensing, and supports agency technology initiatives.

Qualified candidates will have a minimum of a two-year degree in Information Technology, Computer Science, or related field; one- to three-years’ experience with IT support, help desk, or related technical role; proficient software skills. Ability to navigate operating systems and adapt to window-based systems; knowledge in hardware and networking, and cybersecurity; time management skills with the ability to multi-task and problem solve while maintaining strong attention to detail; strong customer service skills, including the ability to educate or explain technical concepts to non-technical users; strong people and troubleshooting skills; ability to properly handle sensitive, confidential information; and excellent written and oral communication skills.

Leased Housing Specialist (Transfers/Holds)

Manchester Housing and Redevelopment Authority is hiring a Leased Housing Specialist. This person will perform annual, interim, and change of unit certification functions for participants. This person will also be issuing vouchers, facilitating lease and contract execution, processing approved rent changes, and ensuring complete and accurate documentation.
