Meet Our Commissioners
David Quinn
Chair
Mr. David Quinn was appointed an MHRA Commissioner in 2017. He previously worked in the financial services field with Dun & Bradstreet, as well as various IT related positions and was an owner of Van Otis Chocolates in Manchester, New Hampshire, prior to retiring. He is the State Chair of the New Hampshire committee of Employer Support of the Guard and Reserve (ESGR) and in addition to ESGR, he has served as the treasurer on the board of HEAR in New Hampshire, an agency for deaf and hard of hearing children. He was also Chairman of the Manchester, New Hampshire Area Convention and Visitors Bureau. Mr. Quinn served as a military aviator with the New Hampshire Army National Guard including several other assignments and retired with 21 years of service. Mr. Quinn also serves as the Finance Officer of Henry J. Sweeney Post #2 of the American Legion, Manchester, New Hampshire. He resides in Manchester with his wife Betty.
Stephen Duffley
Vice-Chair
Stephen C. Duffley has over 35 years in real estate management and development, as well as being a major contributor to the affordable housing arena in Manchester. In 1993 Stephen was one of the founding members of Manchester Neighborhood Housing Services, Inc., responsible for the development of over 125 affordable units in the center city of Manchester. He is currently the president of Duffley Development Corp. Stephen has a BS in Adult and Vocational Education from the University of New Hampshire.
Michael Lopez
Commissioner
Mr. Lopez is a retired U.S. Army Veteran of the Vietnam War and he served as a Parks and Recreation Commissioner for 18 years. He also served as an Alderman for the City of Manchester for 12 years (8 of those years as Chairman of the Board of Alderman). His deciding vote for the civic center helped to make Manchester the destination city it is today. Mr. Lopez is very active in support of veterans’ issues. These include serving as past Commander of the Sweeney Post American Legion, serving on the board of Directors of the NH Veteran’s Cemetery, and represented the American Legion on the State Advisory Board for veteran’s issues. He is also credited with leading the effort to build the WWll memorial at Veteran’s Park in Manchester and serving as Trustee for Neighborworks Southern New Hampshire. Mr. Lopez has served on many other organizations in the City and remains committed to serving his community.
Andrew Papanicolau
Commissioner
Mr. Papanicolau has over 25 years’ experience in Corporate America in Portfolio Management, Accounting, Corporate Finance and Program Management. In addition, his background also encompasses real estate experience in both residential and investment property. Mr. Papanicolau currently serves on the Board of Directors of St. George Greek Orthodox Cathedral as Treasurer. He received his Bachelor’s degree in Finance from Boston College and his MBA from Babson College and is a native of Manchester, NH.
Thomas Hickman
Resident Commisioner
Thomas Hickman is serving as MHRA’s Resident Commissioner. Mr. Hickman brings software and customer service experience to MHRA’s Board, and has an Associate Degree in Information Technology from Manchester Community College.
